David was formerly Acting Director of Planning for the City of Manchester. Before this, he worked for the Greater Manchester Council, where he led the team that drew up the country's first conurbation-wide Green Belt Plan, successfully defending it over a 60-day public inquiry.
He later became a consultant planning inspector and was responsible for over 1500 appeal decisions.
David has so far examined 43 NPs. He also runs popular training programmes on planning for parish and town councillors.

Terry has extensive experience in government and the private sector. He now runs his own planning consultancy.
For many years he was a principal planning inspector, holding major public inquiries and hearings, as well as playing a substantial role in the management of the Planning Inspectorate. Alongside his work for PINS he has been a consultant inspector for the Republic of Ireland and the Isle of Man governments.
Terry has examined five NPs so far. He also carries out CIL examinations for POC.

Following almost 30 years in local government planning, Peter now runs his own planning consultancy. He was previously head of planning with Alnwick DC and then head of development management with Northumberland CC.
He has extensive experience of plan making, policy formulation and the examination of development plan documents, as well as applying policies in practice through DM. He has been a non-salaried planning inspector since 2011.
Peter has examined 32 NPs to date.

Penny worked for Trevor Roberts Associates Ltd for 23 years, including 16 as its principal director, before establishing POC in 2020.
Penny works with the examiner and the LPA to ensure that the examination runs as smoothly as possible. She supports the examiner with administration and provides the LPA with a reliable and convenient way to communicate with the examiner and get updates on progress.
Penny's involvement allows the examiner to focus exclusively on their professional role. So far, she has coordinated 65 neighbourhood plan exams.
